The 2006 Survey parameters included Governmental Agencies that by May 2006 had completed a 2005 Comprehensive Annual Financial Report (CAFR).

The Survey selected the fourteen largest Counties and Cities with population of approximately 50,000 or more which amounted to ninety-eight cities. This totals one hundred twelve California Governmental Agencies.

The Survey presents information about certain financial indicators including:

• Long-Term Debt
• Net Assets
• Debt Ratios
• Tax Revenues & Cost of Services
• General Fund
• Retirement Systems Funding
• Risk Management
• Auditors’ Reports

Some highlights from these financial
indicators are:

CAPITAL ASSETS

• 3 Counties and 18 Cities displayed Easement/Right-of-Way.
• Easement/Right-of-Way to Total Capital Assets was less than 2% in 2005.

NET ASSETS
Unrestricted Net Assets <Deficit> on the average was:

Counties 2005: $ 18,704,000
Counties 2004: $<121,491,000>
Cities 2005: $ 117,052,000
Cities 2004: $ 108,067,000


In 2005, Net Assets Improved Significantly on Average for Counties and Cities.

TAX REVENUES
Tax Revenues were on average:

Counties 2005: $ 801,275,000
Counties 2004: $ 741,660,000
Cities 2005: $ 146,319,000
Cities 2004: $ 109,765,000

COST OF SERVICES
Cost of Services, i.e. expenses minus program revenues, on the average:

Counties 2005: $ 717,868,000
Counties 2004: $ 787,346,000
Cities 2005: $ 92,514,000
Cities 2004: $ 120,144,000

In 2005, Cost of Services on Average was Reduced by 9% for Counties and by 23% for Cities!

GENERAL FUND
Fund Balance to Annual Expenditures for 2005 and 2004.

Counties: 17% and 13%
Cities: 33% and 31%

RETIREMENT SYSTEMS FUNDING
Unfunded Actuarial Accrued Liability (UAAL) on the average for 2005 and 2004.

Counties 2005: $<1,027,959,000
Counties 2004: $ <656,920,000>
Cities 2005: $ <92,743,000>
Cities 2004: $ <71,424,000>

To gain a better understanding of California Governmental Agencies finances and financial reporting is a major objective of this Survey. In addition, the Survey hopes to improve comparison and analysis between Governmental Agencies.
